Exactly, it's more of a mandatory quota of lowest performers for Feb 2023 rating. The official plan had already started for all of them so they can be fired before Feb.

I have a Google and Amazon offer right now. Was thinking of going to G. What's the difference between rating and performance? Why would I be rated in Feb 2023 if I am not being considered for performance? Putting new hires in lowest rating is foolish. I don't see G doing it.
Google is a bureaucracy and rarely judges new people on merit. Official rating is now once a year but people can be marked as bad performers and put on pip anytime.
Bureaucracy is needed when operating at Google's scale. Every major company has it. What you said in the post is that new hires will be marked at lowest rating in their first year when they aren't even eligible for performance review. I have generally seen default 'satisfactory' rating during first year. Which sounds fair to me. Marking new employees at lowest rating is dumb. I don't see Google doing it.
