Do they wait for a certain time before they start your process ? What if you're a new hire with an H1b ? Do they start the process immediately if you're a new hire with h1b ? Do they do your green card once you have H1-B ? Can they start the process without an H1-B ? Let's say you're on OPT ? (I know we need to have enough time on OPT). Can we obtain the green card without an H1b if we have no plans to travel ? How responsive are the lawyers when you send out an email to them ? How soon do they respond back ? NOTE: I am not born in India nor China

Depends on your Hiring Manager to be honest. My colleague had a little under a year left on their H1, so C1 immediately immediately started processing or at least within 1-2 months after joining.
At the moment CapOne is only sponsoring GC's to folks who are Sr. Manager or above. I think they will soon get rid of this rule. In the past few years what I've learnt was folks who are nearing their 6-yr h1b term, mostly in the 5th yr or so they were instructed to start the GC process once approved through the chain. So they can minimize the Employees abuse on utilizing C1 GC process and leaving the company once I140 gets approved if applied early on their h1b term. Even before that, there was just Approval chain that was required, it didnt matter at which level you were or in which h1b term year you were in; if you could secure your Manager approval and chain above then the GC process was initiated. And, certainly there were a few exceptions then and now.

No official wait period afaik, totally dependent on your manager.
