As the title says, I've been L3 at Google for 6 years. I joined as a new grad. Got reorged after 1 year. Switched team after another year. Coasted for the next 4 years. During Covid everyone was coasting so no one really cared. And now I'm still L3. Everyone in my new grad cohort is >=L5 or left Google by now.

I wasn't trying to be promoted. I was just coasting and enjoying life. Now my career is screwed so I will need to figure it out.
So you enjoyed life and you traded that with promos. Why repent? Pull up your pants now and get the promos. You’re not screwed
You were able to get a good rating to avoid layoffs?
wouldn’t you keep a guy that’s only making 150k or whatever, but has 7yoe and does a decently good job? the dude prob understands the codebase and product history / direction better than half the org
^ yeah but most companies don't agree for whatever reason, would rather manage you out for not progressing

Switch teams again and stay L3 for another 6 years.
Would recommend getting to work. Ask your manager for the path ahead and work with them towards the goal of promotion. Switching to a different company is also a great option imo
At this point your best option is probably to go external and come back in a few years if you’re still interested in Google (although I don’t know why you would be). I can’t imagine how mind-numbingly boring it must be to be L3 for six years. Ugh.
