When the session is locked and requires a password you are looking at a separate "desktop". You cannot just interact with (or see) what's underneath. If you are really seeing this can you take a video?
Yes it is called WinStations. Look it upon MSDN. We solved this decades ago.
I have a macbook pro (personal) and if not for FCPX i would move to a Surface Book 2 in a heartbeat. For weird shit like this but also for that sweet GTX 1060 onboard graphics card.
Same issue as with using windows 10 with multiple monitors/screens.
