Same role, different comp offered because hiring manager budgets are different?

In Microsoft, is it possible that when an offer is made, different total comps are offered for the same role and same level (example, Sr PM L64) if the hiring managers have different budgets. One of the hiring managers is at 64, the other one is a Principal. Can compensation cary substantially for the same role depending on the team?

I would say negotiation has a bigger impact on offers than team budgets. Do you think employees at the same level always get offered the same? Of course not!

You need leverage to force them to negotiate. Just asking is not gonna cut it. * strong interview feedback * higher offers from other companies * etc,

From what the OP stated, an L64 is a Sr in the core engineering teams but a L64 is a principle title in IT Depg and other non core engr teams. The comp will be different between these parts of the company. OP, what is the difference between these offers?
