Yep that is manager language that you are not performing up to expectation. Figure out what your boss cares most about and optimize for that. Speed, quality, delivery
Figure out how to sidestep the bullshit. Honestly work is an 20/80% situation. Figure out the 20% that actually matters and do it.

Increase velocity means finish stories faster. But if you are slower with more quality code than it’s good - unless your manager doesn’t care about quality.
