It will re-open in February, probably. The public believes keeping government open is more important than solving DACA right now (CNN poll), which presumably means Republicans aren’t under pressure to keep the government open.
Does it impact H1-b transfers
No, since that department is paid for by the fee you pay.

It will slow down my ATF form 4 for some title 2 weapon stamps I'm waiting on :(

Depends if the shutdown is from a Windows Update or not.
Depends on when Trump will give up his wall as part of this budget? Probably Monday. But if people are more intrigued than upset, I can see it going further. Trump realizes he’s spent 2.5 years talking up his supposed excellent negotiation skills.
