Why? OP has questions that warrant an answer. Hypothetical or not, gotta go wherever the data or lack of data takes you. Even if it was an innocent mistake it would be very interesting to dissect mobile data and analyze physical foot traffic of what happened as soon as the alert went out and extrapolate from there. Make plans based off real world evaluations and analytics - or maybe I’m being too logical about it.
