2800 per year number includes primary applicants and their family members. Insane thing to do. That reduces the count further. Donโt understand why family members are counted against the employment based numbers.

Merit based system is the ONLY way this can be solved. Eliminate per country caps, implement HR392 and re-shuffle the queue. That should make it fair.
Removing per country caps will mean US will turn into India. It will also impact GC wait times of other countries. Other countries should not have to bear the consequences of Indias large population. If you have a large family with 5+ siblings, you learn to share your toys with them, don't expect the neighbor family with single child to share his/her toy with you because your parents decided to go with a large family. Yes it's unfair to you as an individual but what you want is for other countries to share the burden of Indias population. Imagine having to go to work with people who will now have to wait much longer for a GC because of you. You want to fix this, it should be fixed without impacting other countries.
Your analogy of US turning into India is flawed. The merit based system will weed out all the ones who have entered the US via the body shopping consultancies. By removing per country caps and implementing a merit based system, only the best and brightest minds will remain behind. Notice how I said "minds" (this will have nothing to do with race or ethnicity). Right now, there is so much collateral damage to smart folks. I've seen Ivy league MS holders having to pack up and leave because they didn't get a h1b while some incompetent pricks game the system by filing multiple visa petitions.
They could streamline it to make it simple but they wonโt because their goal is to keep you out of the US and making things confusing and complicated helps increase the odds of keeping you out
Merit based immigration if applied retroactively can weed out lot of applications.
