Getting meets expectation on end of year after mid year promo

My manager informed me that i will be getting an end of year eval of meets expectation because I was just recently promoted in the mid year. Not sure how it will affect rsu refresh/salary but it will partialy nullify impact of my promotion if I lose out on the end of year compensation award Is this normal or a manager gimmick

It probably means that you meet expectations.

You'll get rsu refresh based on your new level, which is usually much higher than if you were promoted now and had ee in the last two halves.

Most times after promo you’ll automatically get the middle of the road for the rewards. Pretty SOP

Some managers do game the system, but realistically you're probably just not a top performer when compared against your new peers. The bar is higher in your new level and it often takes time to recalibrate. Put another way, you were promoted to N+1 because you were performing at N+1 (which is exceeds for N). To get exceeds at N+1, you need to have been performing at N+2.

Promotion means you're swimming in a smaller pond with bigger fish. The bar gets raised. Ask your manager what you need to do to become exceeds expectations, then get to work. Set regular check ins with your manager and ask for feedback.

At Google, this is normal, but it does in fact effect your salary unless your manager uses their manager discretion to bump up the modeled increases. Most people don't complain because they're happy to be promoted
